Also, how much is a clean unenchanted Flattery Robe? I think the lowest I have seen from a vendor is 120M?

To answer your question simply, yes Flattery Robe is still relevant.

 

Is it worth investing in? Depends on the enhancements and upgrade levels, if you just want a clean Flattery Robe you're better off buying from a vender than actually trying to craft it yourself in my opinion.

 

Any combo card/equipment like Celine Dress is meant for it to be used in a combo if not alternative equipment like Flattery Robe is used.
