I'm playing a ranger right now with 2 sound amplifier which provides 50% variable cast time reduction, but when casting arrow storm, I can still see the cast bar. 

 

I also equipped a tree sprout for additional 5% variable cast time reduction but I still have cast time. 

 

I'm just trying this out if I can use 2 sound amplifiers to allow me to wear CVB instead of autumn hairband for leveling. 

 

Also, does Evil Dragon Armor work on arrow storm?

1: Are you using an item or card that increases your variable cast time? Phen card, Seraphim Coronet without Seraphim Feather, etc? That will bring your reduction below 100% so you would still have a cast time.
