Is there difference between the two? If not, which one is better to aim for?

Its the same. The formula is:
(Total MDef - MDef Reduction) x (1 - (MDef Bypass %) / 100)

Def/Mdef bypass equipment that don't completely ignore all of it at once doesn't affect Soft. Soft is however mostly irrelevant in proper scenarios where you are dealing 5, 6, 7 digitis worth of damage.

gotcha. thanks for the reply. I guess ill splurge on that KIng of Spirit circlet then for my Sorc
just one more though. Would the King of Sp Circlet and Magician's glove mdef bypass stack? Im guessing I dont really need the magicians glove if the Circlet is already +10 since its 100% hard mdef bypass?

Yes 100% bypass is your max. Even with PDM if you have 126 Str that's 110% bypass mdef or 126 Luk for 110% bypass hdef but only the 100% counts so its kinda hard to judge how worth it the bypass is with stat requirements that high. Although you would if you didnt have a choice.
