Is Fixed Cast Time adding together or they are just overlapping?
With Fenrir Card and Celine Brooch, Fixed Cast Time is - 120%. But I still have a long bar for Energy Coat...
Just curious.

the highest % reduction effect is the one to take effect. They do not stack in any manner.
Flat seconds reductions however(like temporal dex boots effect of 0.5s reruction) do stack with each other.
When both are present, flat seconds is applied first, the the percentage on the remaining cast
