Maybe your region is blocked from creating new accounts, I'm Brazilian and I can only create using Vpn Gate

Yes, you only need the vpn to create the account

Normal vpn not working for me, Only vpn gate worked
Good Luck I think there are few Brazilians playing and most of them are rich and play with "Panelinha"
