With the update of 17.2 recently, Bath Manager was introduced. I've been seeing people selling the card for billions, but I can't find anywhere online where this mob spawns.

 

If anyone can share, which map can I find Bath Managers, how rare are they, and is a quest required too access this place?

Yes, 17.2 Legacy of the Wise One which requires 17.1 Illusion which requires 16.2 Terra Gloria which requires 16.1 Royal Banquet which requires New World Access Quest

You need to trigger the "Cleaning" event for it to spawn. My hunch is you need to kill a specific number of mobs in that map to spawn the weeds and Bath manager.
