It seems as though no matter how many goblins I kill for this mission, it never gives me the quest item. I thought maybe it was just kind of rare but after completing another quest which required me to kill them and then going on to kill them for another hour after that and never getting the item, I suspect that it may be bugged. Dx

If you are in Allience team, you get no quest drop.
Must be in Party mode.

and i was neither in an alliance, nor in a party.

It happen from time to time, the drop rate is very very low: some times i get luck and get it fast and others it take hours. Maybe try to relog.

The allience where you don't get quest drop bug exists in other MMOs.
So it's probably not a bug, but intentional.

Probably cause they consider it way to easy, which is silly.
