Only when you register for a booster event character which is done every year that will allow you to have additional slot

Also take note that if you happen to have 16th character and decided to delete one of the 16 characters. The 16th slot will automatically be gone forever unless you register for another booster character

Another method is to have a character transfer from your 2nd account to your 1st account. This cost WPE per transfer and is available under VAS.

 

But those account have to be registered under the same warpportal account/email account.
