I've played this game off and on from 2003 and I gotta say. I've never seen this server free of bots in any way. They have always been here. I don't see the problem ever truly ending no matter how much it is talked about other than banning them just for them to start from scratch again and do it all over.

Method Statement for Bot Catching:
1. a GM shall patrol and go to a bot infested map e.g. Amicitia 2 & Clock Tower Basement
2. the GM shall then pull the suspected player in jail that still allows skills but not teleport
3. the GM shall create a pub that says "enter if you're not a bot PW is: XXXX"
4. the GM shall record the encounter for evidence in case the suspected player sends a ticket
5. if player did not enter the pub, in 30 secs, the GM shall utilize the ban hammer
6. if player did enter the pub, the GM shall send the player back to the previous map and apologize for the inconvenience.

Nvm still tons of bots
In 1 day, 5 minutes GM were around and the bots paused and then the other 23h 55 minutes bots are up
Maybe you were observing in that 5 minute period

From what i saw today is, Amiticia 1 is semi clean, Amiticia 2 still filled with bots, Clock basement filled with bots, Niffelheim dungeon 1 and 2 filled with bots my hopes increased but still is a horrible sight to go to those places.

i think better remove ether dust farmed by bot...always remove ether dust from bot got catching it will make them dont have reason to play RO with bot...they need to gearing so everytime bot got catch remove ether dust they farmed it will make them cant farm ether dust via bot anymore (or remove all item they got from farming)

The problems that enable unfair play are coverage and strictness.
Upfront, if GM characters are not capable of auto-following other characters through teleports and map changes, then they need to be able to do that. I cannot see any valid reason why "HQ" would not approve of this because it is entirely backend and does not affect the operation of regular player characters at all. If they can do this but it is seen as better to not disclose that to the playerbase, I understand.
Then, for coverage, there are two possible solutions. One is to have enough people to allow for 24/7 coverage, which can be helped by giving them each access to multiple GM characters so that they can cover multiple maps/suspects at once, and which has the downside of having to budget for this indefinitely. The other is to deploy GM Bots which can auto-follow and record autonomously, but this would require the upfront effort of producing these bots and produce the risk of false negatives as well as, if they are given the ability to issue bans rather than just forwarding recordings to someone, false positives.
As for strictness, even when attended looting macros are equivalent to bots. If a character engages in a routine for an extended period of time and perfectly adheres to that routine throughout that entire time, such as by always instantly attacking a target monster that is nearby after a teleport, never teleporting away from a target monster that could have been attacked after a teleport (because it wasn't noticed in time), never looting a non-target item even if the target item regularly appears in a mess of other items, and never having brief periods of ceasing action (like stopping for two seconds to check on something outside of the game), then that character needs to be banned even if they would have responded to a short interrogation (especially considering the possibility that these characters may be capable of utilizing a chat bot to pass interrogations without needing to be checked up on).
