While I wouldn't recommend Dragon Breath outside of a farming build (it's cost-to-damage ratio is one of the worst in the game), this page is pretty up to date for that, and all other, class builds: https://irowiki.org/...th_Build_(2025)

I am biased but I feel that a Focused Arrow Strike build for Ranger > Wind Hawk is one of the cheapest to be strong enough for 1-shotting even in 200+ dungeons. I have a buddy who has spent less than 1.5b and is clearing 200-230 dungeons easily. You can check out my guide on it here if you'd like: https://forums.warpp...6925/?p=3055326

 

Biolo is another strong contender since you only need a couple of key items to be strong enough for most PVM leveling content. However, I would focus on what you want to play/what is most fun for you since most classes can handle all leveling content with a bit of money tossed at it in today's game
