I'm just wondering if the item "[Event] Invent Expand Coupon" is still usable?

 

And if so, where can I exchange the coupons?

Yes the coupons can still be used. To increase your inventory, make sure you have the coupon then click the sword icon in the bottom left of the Inventory window and confirm you want to use it on that character. Can use up to 10 for a total of 200 spots.
