I noticed it's hard to significantly reduce any game lag if your pc is a little " outdated " that is...if you don't want to spend any money on new component like a video card.
But it's not hopeless... You could try my personal fav: Clean reinstalling windows, updating drivers, not downloading random crap or 200 gig of p0rn.
OR
If you dont want to reinstall you Operating System, you can still try the " every cute little thingie helps " method:
- Create a new clean user account on your pc and put it on classic windows theme ( if using XP ).
- Update your drivers
- Get rid of useless progs, defrag your hard drive, delete temp files
- Stop useless progs from running at windows startup
- Optimize ingame settings ( like bluehell said )
- Set refresh rate to 75 Hz
- Use GameBooster
- Etc, etc,...
Just keep in mind you are NOT " boosting " your computer with the above. Only trying to get the best out of your system as if it's new.
A real boosting method would be over-cloaking ( no...not the raider skill xD ) wich means running a computer component at a higher clock rate (more clock cycles per second). But please don't try that, I won't pay for the bills if anything goes " BOEM " xD.
Note: I'm still sceptical about using the program called GameBooster, but it should save you 'round 30 mb of RAM and it shows wich drivers you should update.
Soooo...If you're alrdy lowered yourself to the " every cute little thingie helps " method, it's prolly worth it.

Or you can just get a new computer/labtop, and get a better internet connection.
Pretty much what I pointed out in the first sentence yes . Also, I don't think it eats that much of ur interw3bs connection.
