It seems that the new blizzard equips have a passive that reduces the chance of freezing. I was wondering if this carries over to pvp (which I'm pretty damn sure it does), and how will this effect the freeze rate of lets say bliz? Bliz is currently 40% of never so will the chance just be reduced by lets say 5% (so it will now have a 35% chance sucess rate)or will it still have a 40%chance of freezing and then 5% chance of not working. If you can understand what I mean, if not drop a question and i'll try to better word my question :D

Rion's Blizzard has a 200% Freeze rate

I once heard from a gypsy that rion's snow blues has 400% move speed

O yes, I equipped it with items that gives movement speed to my penguin, not only it has 400% movement speed but it can also move like a real player!
