I've been trying to send a support ticket for an ill-manner report on RO, but every time I try to submit it, it keeps telling me that "the site is being updated," but this has been happening for the last two days or so. Are the support servers down or something?

http://support.warpportal.com is the support site and the correct link. You can also use https://support.warpportal.com and see if that works for you.
If you get a page that says the servers are under maintenance that means you security settings are set high and its causing the page to error out to that maintenance page.
In IE you can go to Tools -> Internet Options -> Security Tab -> Set this to the Default Settings.
If this doesn't fix it then you have an add-on that is blocking the site, which could be an antivirus solution or another add-on that is preventing the page from loading.
