Hi i would like to know if Arkah staff will still be good even at lvl 70's and/or above. Or should i just get a oak and upg that instead?

well from what i was told it works up til 70, when you get the z staff.

It'll last you until 70 provided you have decent enchant value on it. I'd recommend an Undead Bone Staff though because of the low cost to make (around 150g-200g) opposed to the 500g Arkah staff. The durability on the Bone is definitely something you'll appreciate.

If you do not have the financial ability, keep using it and get yourself a Zauharant. If you are rich, consider a Bone or Heirloom/New Lightning Oak. But really, with decent +, it should be fine til level 70.
