I read somewhere that there are NPCs that trade Items you find for potions. Is this true? If so... Where?

There are several that I'm aware of that give Red Potions (or in one case, carrots) for various items:

Alberta Phelix (190,173)
1 Carrot for 3 Jellopy
1 Red Potion for 10 Jellopy

Al De Baran Merchant (152,63)
Red Potion for 1 Worm Peeling
Red Potion for 7 Feather of Birds
Red Potion for 10 Jellopy

Geffen Merchant (173,88)
Red Potion for 5 Shell
Red Potion for 6 Chrysalis
Red Potion for 10 Jellopy

Payon Merchant (200,134)
Red Potion for 6 Tree Root
Red Potion for 10 Jellopy

Prontera Merchant (123,102)
Red Potion for 5 Shells
Red Potion for 10 Fluff
Red Potion for 10 Jellopy

You can also change herbs into potions in Alberta if you don't have access to an alchemist:

Pharmacist - Old Pharmacist (Merchant Guild)
Red Potion for 2 Red Herb, 1 Empty Bottle, 2z
Orange Potion for 1 Red Herb, 1 Yellow Herb, 1 Empty Bottle, 5z
Yellow Potion for 2 Yellow Herb 1 Empty Bottle, 10z
White Potion for 2 White Herb, 1 Empty Bottle, 20z
Blue Potion for 2 Blue Herb, 1 Empty Bottle, 30z
Green Potion for 2 Green Herb, 1 Empty Bottle, 3z

Note that this isn't generally a cost-effective way to get potions since you're usually better off vending the herbs/bottles and then buying potions.

The other ways aren't cost effective either. The ones I marked in red aren't advantageous to the player.

Jellopys sell in vend for 1000 (valk)-2000z (ymir) each, because they're used in a number of quests, and nobody wants to hunt them. That makes the potion exchange just about the most expensive way to get potions in the game....
Fluff also sells for >100z in vend, so trading that in isn't a good idea either.

Also if your on ymir I can mae you some for free just hunt the herbs.

i've been collecting those worm peeling since i know that.. got like 600... just need to go to aldebaran ^^
