I was wondering if downloadable custom interface skins are still usable with this RO? Thanks :]

They are, but they have to be for the renewal interface. A couple popular skins have been re-done for it, but I'm not sure how many are out there for the new layout.

For the wiki one, they are pre-renewal skins, but if you go to the last entries and work your way backwards, they are updated renewal ones.

I have a ton, but I'm too lazy to post them If you Google long enough, you'll find them too!
