My friend and I recently just got to level 9x and we're wondering if it's worth to Trans or go directly to 3rd jobs.

go trans first, coz trans give u a 25% hp boost

plus if u go trans before 3rd, u will have all the trans skills

NEVER GO THIRD JOB WITHOUT TRANSCENDING!!!
I truly cannot think of even one class that you can afford to do this with.
Wizzies & Sages - Wizzies really need the Mystical AMP and Sages really Need Indulge
Rogues & Sins - Rogues really need Preserve and perhaps Counter/Full Divest, Sins Deadly Poison, Soul Destroyer, Meteor Assault easily.
Knights & Pallys - Knights without Clashing Spiral just a bad idea, Pallys have the choice of things like Battle Chant and Rapid Smiting
Monks & Priests - Monks really need the extra skill points and Zen, Priests Assumptio and xtra buffs without a doubt needed.
Hunters & Bard/Dancer - Hunter Wind Walk really good party buff and Focused Arrow Strike great AoE attack, Bards and Dancers Marionette Control speaks for itself.
Blacksmiths & Alchemists - Blacksmiths upgrade weapon (can get better chance then with NPC's) and Alchemists ACID BOMB are obvious.
This also completely ignores the fact that you will be getting 25% more HP & SP which is enough by itself.

Last question, does Quest Skills(Platinum Skills) remain if you go to Trans or you have to do the quests again?

You do NOT have todo the quests again when you trans. You actually get them all right away even if you didn't get them the first time. Exception being First Aid. For some reason this one got bugged with renewal.
However you get all the other skills like Play Dead. My Wiz that I trans'd on Sat got Energy Coat as soon as he turned Mage and could use it right away. When I Trans'd my Sin and he because a High Thief he got all four of the Thief quest skills right away as well.

The second job quest skills are supposed to stay, but you don't get them done for you if you didn't do them already. Sometimes you have to talk to the npc that gave them to you the first time to get it back.

With all that mentioned, there's also the fact that leveling above lv 99 is not a bit easier if you dont trans. You need 7m exp for the first level after getting 3rd, because 98-99 as trans is like 6.5m, nontrans is 3m, so you suddenly have to get more than double the exp for next level....
And the time that you need to get from 1-99 again is nothing compared to how long it takes to level afterwards aynways. By the time you become 3rd as a trans you would have come to maybe 105 if you skipped? And if you ever get to 145+ you wouldnt even notice the difference, except that you probably would get even faster there with trans skills and more hp/sp XDDDDD
So really, there is absolutely no reason to skip trans.
Unless you never wanna play a character again I guess lol.
