In my experience, level 4 weapons seem to break more often than armour, despite what iRO Wiki says. I think we would see some large discrepancies if a comprehensive test of the refinement system was ever performed.

Telling us the rates doesn't do anything bad to the game at all. This is just -_-ty decicions.

Actually, I've +9ed Level 4 weapons much more efficiently than Armor. It has to be the other way around. I've already spent over 1k HD Elu's trying to +9 my one Rideword Hat and have failed, but I've managed to +9 7 Level 4 weapons while using less than 100~ total HD Oris on those +9's. >.>Except for the safe refine levels, there is no official information on the refinement system's probabilities, which I think is absurd.

Original Ori/Elu had a decent upgrade rate,
E. Ori/Elu came out and took the original ore rates and Original Ores, rates doped.
Same deal with HD Ores,
But then this is just my opinion

No, and I doubt there ever will be. I suspect that Gravity Corporation (in South Korea) forbid the companies they license RO to to disclose the probabilities. My advice is to not to overrefine equipment unless you are prepared for the possibility of losing it.
iRO Wiki states that the cumulative probability of refining equipment to +7 using enriched oridecon is:
Level 1 weapon: 100%
Level 2 weapon: 90%
Level 3 weapon: 67.5%
Level 4 weapon: 32.4%
Armour: 32.4%
It also states that enriched oridecon has the same probability of success as regular oridecon in the following cases:
Level 1 weapon: +4 to +7 and +9 to +10
Level 2 weapon: +4 to +6 and +9 to +10
Level 3 weapon: +4 to +5 and +9 to +10
Level 4 weapon: +9 to +10
Armour: +9 to +10
