I plan maxing the H.E Grenade skill, should I max the passive too? :]

Passive, No, well if you have extra SP in your build then sure.

If you're using H.E., either keep it at level 1 or 5.
The bonus from 0 -> 1 is decent, but the SP needed for 1 -> 5 isn't really worth it.
