I'm not getting any aspd bonus from +1 to +4 upgrades on my ledger of death for my sage...
has the 1% aspd bonus per upgrade not been implemented, or removed?

Not sure if you got the answer for this or not.
But I have a +7 Ledger of Death, and it gives the correct aspd bonuses, same with +6, and +8, there is the same noticable differences.
It's possible that +4 upgrade may not be a noticeable difference with the aspd you are already getting from your agi and other buffs. But I imagine the aspd bonus still occurs. I have never used a +4 Ledger, but I imagine the aspd bonus may not be a huge bonus, I think +5 and up is when the bonus starts being really noticable.
Thing about aspd, it might be giving you 1% aspd. But that 1% may not be enough to roll you over to the next whole aspd number.

1%, after all is 0.01, where as, say a Concentration Potion is 10% attackspeed increase.
