+7 to +9 on armor with 30 ores is 15.35%. There's a calc in my sig for exactly these situations.

no offence but that calcu make lil to no sense special seeing as the the calcu say the success change goes up as the + get higher which is a complete lie

Yes, the success chance goes up with the starting upgrade level.no offence but that calcu make lil to no sense special seeing as the the calcu say the success change goes up as the + get higher which is a complete lie
This isn't surprising. You generally have a higher chance of going from +9 to +10 with 100 ores (for example) than you do of going from +7 to +10 with the same amount.

ores: {hd,hd,hd,hd,hd,hd,hd,hd,hd}
kp cost: hd elu/ori = 10; hd bradium/carnium = 15; enriched elu/ori = 30
Isn't it using only 10 hd ores? That would make the rates even higher?

Selected HD for +0 -> +1; selected HD for +1 -> +2; ...; selected HD for +8 -> +9.What does these lines mean?
ores: {hd,hd,hd,hd,hd,hd,hd,hd,hd}
HD elu and ori cost 10 KP each. HD bradium and carnium cost 15 KP each. You cannot say "I have 30 HD" but you can say "I have 300 KP" which is the same if you use only HD and don't try to upgrade beyond +10.kp cost: hd elu/ori = 10; hd bradium/carnium = 15; enriched elu/ori = 30
Isn't it using only 10 hd ores? That would make the rates even higher?
