this drop rate event affects treasure boxes in castles as well right? if so thats gonna save me some time without recall.

Correct there is no reason to recall. And the treasures are going to get adjusted to super high level so everyone suffers the same penalty, and we will adjust the drops accordingly. That way everyone gets the same drops and recalling in won't be necessary.
