Originally I tried to report this problem by sending in a ticket, but for some reason it's not submitting.

I did the first step of reading announcement board regarding Z Gang in Prontera, and was directed to Prontera building 263 275 according to the guide http://irowiki.org/wiki/Sign_Quest and tried to speak with Metz, but he just keeps saying same stuff. There seems to be no acknowledgment of my character having read the announcement board. I even tried all options with his butler, but nothing happens.

You're reading the wrong message board, you want to read the one that's just a bit south of the z gang one.

...Z Gang? The announcement board for Sign doesn't involve Z Gang. The Pront one is located south of the north Kafra, behind the walls next to the female mage NPC.
