As the title and description say, what does this mean?

Does it mean all the buffs will be removed upon casting?

i think it is somekind of mute maybe a debuffnot sure

It's a skill with 50% success, that debuffs the player. You can debuff all buffs as long as they're not Item Mall Boosters.
