ok just checked irowiki.com and the BM says raises exp by 50% but BM ingame says raises it up to 150% but if exp is already 150% VIP then what is it Raising? im so confused by this

No i believe it is a multiplier still so it would only be 225% of of experience. makes your experience 150% of what it is. It is not additive.
This also works with the level requirement system too I believe but i'm not sure on that one.

It increases exp _by_ 50%, so exp is 150% of what it otherwise would be. 100% + 50% = 150%.
VIP is 50%, and stacks multiplicatively* with battle manuals. So you're getting 150% of 150% of normal exp, so 150%*150% = 225%.
So you were getting 230 exp at 150% (just VIP). Multiply by 150% and you get 345exp - So why are you only getting 320? My first guess would be that you gained a level, and your exp bonus/penalty became less favorable, resulting in you getting a bit less exp/kill.
*actually, it stacks additively, but battle manuals give 1.5x their normal modifier to VIP users, thus giving the same results as if they stack multiplicatively, and emulating pre-VIP behavior on the premiums.
