Was poking around teh setup and gravity folder and I can;t seem to tweak teh Valkyrie server setting. Basicly I don;t want it fullscreen. Any tips?

Look for the setup.exe file in the RagnarokOnline folder.

Are you running vista/7?
If using vista/7 and UAC is on, you need to make sure setup.exe and the game client are either both run as admin every time (if RO is in program files) or both not run as admin (if you've got RO installed elsewhere so you don't have to run as admin).
