The Magician NPC just tells me that I should go rest and no matter how long I wait he will not continue to next part of quest. Do I need to restart quest or is there a fix?

Generally in RO, when an NPC tells you to "wait" for anything (without a specific time given), it really means "talk to repeatedly until they randomly move forward".

I just did this quest yesterday and it worked. I just wandered away from him and made dinner and he talked to me when I got back.

Just finished this quest today, just keep spamming the npc, and he'll talk to you eventually.
