The description says ASPD +3. Is it a typo? It should be ASPD +3% right?

I don't know if it (cold heart + rogue treasure combo) is +3% but for sure it's not flat +3.

It says nothing about ASPD.
It says Agility +1 to 5, AKA your base Agility.

It is a typo because after it states + 3 Aspd it goes on to state in the parenthesis that it reduces after attack delay by 3%.

it's 3% and it's epic fail. 2 agi is often more effective.
