I know you can reset skills with neutralizer box from the kafra shop. but is there anyway to reset stats ?

You need a bunch of reset stones according to your level reset stats. Im not sure, I mean I'd check if the server wasn't down.

Mesmerist in Eden group gives one free stat+skill reset per char.
Sam Status in payon takes reset stones (more for higher level) to reset your stats, and you can use him as many times as you want.
