Portal casting comes from the server thinking you are standing on the previous room cells where the portal is, so if those cells were blocked, portal casting wouldn't exist.

This part is incorrect. Portal casting is using a skill after the server warps you but before the client has received notification of this event. When you portal cast, you are already on the new map as far as the server is concerned. (This is why you can't portal cast teleport when you move from prontera to prt_in, for example.)
