Shows as "nearly released" on the Ygg server, but I can't start it with any of my characters. Rebarev Doug doesn't give the options to start the quest

The seal is released (It was released like 3 weeks ago), the sign isn't correct for some reason.
It says seal 4 appeared but you can't start the quest.
