So the 3% Reduced SP consumption is only with non slotted elvens, will using a non slotted mid head piece ever be worth having 3% reduced SP consumption?
(Hopefully im wrong but both in the item descript and testing heal/RD both took the full SP (40 / 120) with [1] Elvens on)

If you're having SP problems leveling, it depends on the skill.
With magnificat and wise elvens you'll regen 1 sp every 4 seconds exta.
With the headgear combo, you may save 1 SP every 4 seconds or so of leveling casting that skill.
I'd say they're about par, I'd probably go with the wise elvens to keep the other equipment slot open for more useful stuff.
With a more expensive skill like Severe Rainstorm (120 SP), you'll save 4 SP per cast, which is a bit better than just increasing your regen/tick by +1.

I'd say no more than the 500kpts it takes to get it from the box. ~15-25mil.
