Check any software firewalls you have installed (including windows firewall) and make sure that they are configured to let Ragnarok connect to the internet. Many firewalls block _everything_ other than common browsers and IM clients by default. You can test if a software firewall is blocking it by disabling it, and seeing if that fixes the problem. If it does, refer to the documentation for instructions to allow the patch client through the firewall, do that, and then re-enable it (it's best to have firewall software running).

If it's not a firewall issue:
Open IE (has to be IE, not another browser - the RO patcher, like most other game patchers, makes calls to IE in order to download patches) and go to www.warpportal.com - confirm that that works. Then go to ftp://ropatch2.gravityus.com - confirm that it works. If one of them doesn't work, there's something wrong with your IE configuration that is preventing it from accessing the patch websites, and you need to fix IE in order to make RO work. The most common problem is that IE was configured to use a bogus proxy server. Not sure how it happens, but lots of people report that despite never using IE, their IE is set to use a proxy server.
