Okay, so I have been playing in Valk for a couple of months now and I just realized that most of the players in Valk are Bots. so I would like to create an account in Ymir. do you have to pay for it?

You have to pay one time if you don't have an existing character there. You could also server transfer.

You buy a VIP subscription for your account (that lets you create chars for 1 month on Ymir, and also adds +50% exp, reduce death penalty, etc), or buy a server transfer.
