Depends on your build/class, but your first choice is usually health and/or agility. After that, you'll be after aim rate, (possibly) evade rate and critical damage.

What is the best medal to get movement speed on? Is it the 5,000 and the 10,000 combo medals?

Yeah, especially at early levels. End-game, you might want the medal for 1K Deathmatch wins instead, since it gives 12.0% movespeed and higher stat bonuses (+20 to Agi/Hlt/Str/Int).
