Is there still INSTANT CAST, and if so is it still 141 dex?

Instant Cast was never 141 dex, but 150 dex.
Cast Time is broken into 2 parts now, variable and fixed. There is no way to reduce fixed aside from certain gears and Secrament. And to eliminate variable cast you need (Dex*2 + Int) >= 530. Or again a certain set up. Most skills have both a variable and fixed cast, so unless a skill only has variable cast, you will never see instant cast with it.
Edit: And since this is in the Aco section, no you will never have instant cast.
