Hybrid? PvE or PvP?
Facestrike is for PvP purpose and helps you against casters a lot.
Taunting cry can pull sins out of stealth as well. But if you wanna be a tank/pvper then yeah 5/5 in each I guess

as for dna maybe its a fault of mine, but i didn't take 1 hand mastery..its only good if you max it and it takes a lot of points. i also took the potens moonlight slash, rush dna and face strike dna.

You are building a tank with the amount of DNA pts you are placing on defence. ^^
Maybe you should considering removing some DNA points from defence and placing them on attack.
for PvP Chain of restraint is good.

well 1st in my foc set i plan put resitance xeons cuse im ss comie and im goind more pvp/ tank , i need at least 6 dna in each def buf to reach over 2500 deff more if i wanna cap 2700. i will put only 5 points in taunting cry if i taunt biskra or rh sometimes, and 5 in shield/face strike.i took lvl 1 chain slash cuse till im 50 is pain in ass only aa and i dont wanna spend on reskil...this weekend i will make 50 + cant wait for 65 lvl to put my +14 foc set
Ok you want pvp but to still tank correct?
You'll want a set that gives hp.
65 foc or 75 set hp.
72 brilliant is PURE pvp and PURE dmg.(That set carries insane SS dmg)

Reason for Onslaught : Since your 65 FoC Onslaught/Beam will be your two biggest hitting skills. As you can see the additional Dmg is high on both. As for Dna I made sure to increase the DoT's on Sword Aura and Moonlight to keep DoT's on everyone you hit last longer(and good to keep sins and SR's out of stealth) Extended FS to battle casters, and a DNA beam cast time so you won't sit still for long to go for a kill. Put 5 DNA points into Strengthened Survival Instinct for more Def S/L range. Also gave you lvl 3 mass taunt so you can Pull sins/sr's out of stealth.
I'm not a 65 FoC commander but I think this build works out.(You can test and tell me if it doesn't)

It is fairly easy to lose aggro, this is happening to me lately, sometimes, and is embarassing... I knew only 2-3 characters before who could really steal aggro, and that only if I was not paying attention much. Now it happens more often, especially when characters with debuffs are in the party (forsaker, elementalist, or worse, both). So, yes, for serious tanking, taunts need to be strong. Commander's dps alone will not cut it anymore, especially during stuns (e.g. RH).

Hmm actually yes, this is a new thing lately. Commanders need to invest in their taunts more, because with the flood of all the super duper gear these days...

commanders dps alone hasn't been cutting it for about 2 years now.

If you're unsure how much to invest in taunts leave a few skill points free and try it out. If you lose aggro then put more in (and hope your party is still alive )
Personally I wouldn't touch any weapons/shield but the Tyrant ones for their massive HP and CON. Helps if you live long enough to kill something, and as commies don't have heals the only way to do that is with high HP.
If you go Brilliant set with DC weapon you'll do insane damage but prob have less than 8k HP. 1-hit by RH ftl.
