I went to thantanos tower and the camera is diffrent than usual at the entrance, that was fine. But Upon returning to prontera, as well as anywhere else, it stayed in that awkward position, which was very annoying. I ried logging out and it didnt solve the problem. Can anyone fix this?

Hold Ctrl and Shift, then scroll your mouse wheel up and down to get the proper angle.
Is there any way to do this without a mouse wheel?

Yes. Use combination of shift+right click and ctl+right click while moving mouse.Hold Ctrl and Shift, then scroll your mouse wheel up and down to get the proper angle.
