Will I be able to reset stats and skills when I go 3rd class?

They'll be reset when you transcend into a HighNovice, beyond that you're stuck with burning through reset stones and nerualizers.

That means we can reset stats any time any lvl we want but we need to have reset stones for that?
What about skills? Can we reset them when we change to 3rd class?or whenever we want?

You get ONE free stat+skill reset per char, which can be used at any point in the character's life (talk to the hypnotist or whatever it's called in eden group). This was originally planned to be temp, but last I checked, it was still there.
Also, when you transcend, you become a level 1/1 high novice with 1 in all stats (and 100 stat points to distribute), so this of course also "resets" your stats and skills.
Also, as a non-trans first job character below base level 40, you can reset skills at the hypnotist near fountain in prontera as much as you want, as long as you're under base level 40.
Any stat reset other than those will require a number of reset stones dependent on your level.
Any skill reset other than those will require a neuralizer.
