Can someone please help me out here. I am level 220 and I only have 1100 CON and I hear that I can get much more than this. Can someone please respond with what would be the best item for each of the following slots:

Ring =
Necklace =
Earring =
Armor =
Headgear =
Boots =

Weapon =
Offhand =

This is what I currently have:

Ring = Luxury Ruby Ring S7 (Base CON20)
Necklace = Luxury Ruby Necklace S7 (Base CON20)
Earring = Luxury Ruby Earring S7 (Base CON20)
Armor = Legendary Mercenary Vest S7 (Base CON20)
Headgear = Legendary Mercenary Goggles +Con10 (Base CON20)
Boots = Legendary Mercenary Boots +Con9 (Base CON20)
Gloves = Legendary Mercenary Gloves +Con6 (Base CON14)
Face = Thick Framed Glasses +Con12 (Base CON15)
Back = Magic Cubic +Con12
Weapon = Crafting Block Hammer S7 (Base CON260)

(Character Stat = CON400 (max))

Note that S7 = CON10 + CON8%

though dunno how much con it can have as substat... can you reroll event items?

If I remember correctly there's 2 craft skills that add +10 CON each when maxed.
I think it's the Weapon Research and Advanced Weapon Research.

You can only re-roll non-Item Mall items with existing sub-stats only.
But you are unable to add stats if there are no substats present, unless Item Mall grade.

However the fans and the pennants in question do exist with sub-stats and some artis use them.

It is. I already saw a Gliding Dragonfly Fan with a +20 CON substat on a vendor selling for 1B
