Does this EDEN NPC do the job what reset stones and neuralizers do ? I want to raise a Pure brewer but I would like to build him in a battle build all the way to 99/70 and then reset his skills and stats to that of a Brewer. DO I get one free total reset per character ?

You get a free reset so long as you have not previously used it on that character, and yes it is per character.

I did it with one created in renewal.

All characters get one free reset, yes. Even characters made after Renewal can use it, but only once... Once you use it, you have to pay for the Reset Stones or Neuralizer!
