You will likely have trouble paying.
You will probably be able to play - unless the philipines has a block on the IP's due to botting, which would hardly be surprising.

try going to support.warpportal.com. If you cant then probably due to the traffic from You IP is due to bottings.
Either way you could always write in (from other neighborhood / area) and talk to the friendly staff at support site so they can get appropriate holes poked in their firewall. So you can enjoy playing RO...
