With the new update for double exp under 70 and the criminal activity quest, I went to go put up a buying store and i cannot sell any items... is this part of the event or just a bug? i read a little about the event and didnt notice anything about it so i assume it should be fine to set up shop. also i realized that no one else has a buying shop either.

No, it wasn't a random bug, and it didn't result in zeny not being given. It was an exploit that was being used in the wild on valk, wherein people could sell an item other than the item that the buy shop was open for, and receive the zeny. There was a thread in bug reports about a guy putting a buy shop up for OCAs, and instead receiving novice flywings, and another guy who had a buy shop up for bloody branches who got green herbs (in both cases paying for them as if they were the valuable item the buy shop was open for).

Most likely it'll be stated in the patch notes when its fixed, so it'll be on a Tuesday xD As for which Tuesday I have no idea but it really needs to be fixed. Its disabled for the protection of the players so they don't loose zeny for junk items.

Not a damned clue when, but I havn't logged on since the change as a result. I don't really do much on RO other than manage my buy shops lately :-/

Nothing to do with the GMs. It's a bug in the server executable, so we've got to wait for kRO to fix it and give it to us :-( Maybe with the skill balance patch.

I've only logged in for woe and a couple runs of scaraba since they took away buy shop, when before I would run 5x acct at a time.
