There have been buy stores on Ymir buying them in bulk at 600k ea.
There have also been buy stores on Valkyrie buying them in bulk at 400k ea.

What do these do? And why do people buy them? I've NPCed countless numbers of them...

Also, why the negative rep?

I was wondering the same thing as well with the negative rep for that post, I +1ed it to remove the neg rep since he/she answered your question.

And yes, I think that is the only thing you can do with them. Its a nice way to get lots of witchy sand for a decend price.. 1 treasure box 670k = 4467z per witch sand.. Cheapest witchsand that is being sold on ymir just now is 4500z so the treasure boxes save a bit in zenies

It's the only use I know of, and the 600k buy shop you've seen is mine.

Its a very nice way to store starsand without needing a bazillion accounts. One blacksmith could hold the treasure box equivilent of multiple accounts worth of starsand.
