O_Range.tbl is inside 3DDATA.VFS, which is like a ZIP file containing all game data. For some reason...
A ) Patcher does not check for this file to see if it's corrupted. As u can't extract the files, u r stuck on this till they update this file.
B ) A corrupted file is being provided from the servers, in this case they must update or change this file on server-side, or make a patch with a entry to download the file again, so it will be replaced next time everyone opens the patch.

Hello im having the same issue on windows 8 64 bits, anyone has resolved this ?
I'm not sure if this is confirmed, but I heared every single piece of software needs to be recompiled in vs2011 to work on windows 8 correctly.

Well, i made a topic about this, didn't saw this one .

Try running it all in administrator mode.
Since for some reason data.idx get's corrupted, I guess it's either a bug in the launcher or there are not enough permissions to write to the file.
And then there is also a slight possibility that your harddrive might be corrupted.
