For example the music video/ what music are you blasting topics in the offtopic that contain youtube videos and music.
Why are those getting locked down?

I don't think it's locked. You just need 100 posts to be able to post in the off-topic section.

The 100 post requirement is too much, it only encourages people to spam in the other sections of the forum until they meet the threshold. 5-10 posts would be more reasonable since most users are likely to contribute meaningful information or ask/answer relevant questions in their first few posts.

I agree. Just look at all the ridiculous posts around some parts of the forums. Even 25 posts wouldn't be too bad but 100 is just too much unless you like spammers.
