I haven't played rose in a while and I recently came back and noticed I only have one skill bar, although I used to have two skill bars. I'm not sure if they made it this way or it is just me so if anyone can tell me where I can find the second bar I really would appreciate it, thanks in advance!

have you tried to move the other bar? also in the options window (alt+o) there's a tab for the hot bar/alt bar (skill bars) where you can turn them on or off.
