Do I need to have a sidewinder card in a katar to activate my double attack skill?

Thats the only way double attack would work with katars.

i dont suggest doing that though.

The card will allow you to have double attack on any non-dagger weapon, like a katar, but you won't have DA when using a katar by default. You can also use a chick hat or snake head hat for the same effect.

Would definitely recommend a chick hat or snake if you can get one over a sidewinder card.
The hats will work with any weapon, you need a new sidewinder card for every weapon you want double attack with, which lowers the potential power you can pump out of a weapon for using one of the slots for something a headgear does instead of an attack/racial/element/size card.
Especially if you plan to card multiple weapons with a sidewinder card, you might as well just save the money for those cards and get a chick hat instead. Or buy a new one if you're into that.

Also, some weapons just don't have slots.
Like the inverse scale.

Yeah I agree. I wouldn't ruin a weapon and waste a slot.. better to get a headgear.

If you are useing it for multiple chars not just a Thief class would you recommend the snake head or chick hat?

If you have level 10 learned, it will trigger level 10. 

 

Snake head has level 5, which is better than level 1 -- so for non-thief chars the snake head is better.
