Better version:

Description: Spear skill. Allows the caster to attack the enemy from afar and brings the enemy to the caster. Can be used on a party member without causing damage. Can add damage if Spear Mastery is mastered.

Why is it "can give" additional damage? Is that correct and there is only a chance to gain addition damage if Spear Mastery is maxed, or does one always see a damage increase? If the latter is true, it should be "will add". And if the former is true it should be "If Spear Mastery is mastered, has the chance of dealing additional damage". It sounds redundant but it makes a bit more sense.

I've always interpreted "can" as "chance to" since it implies that it won't work every time. Some more clarification would be nice.
